JoJo's Bizarre Adventure: STEEL BALL RUN' producer Noriko Dohi explains why the anime is being released in splits:

—A horse race needs to feel truly real (i.e., long-lasting) and this is incredibly difficult to convey through the anime format. This takes a huge amount of work.

The manga itself is quite long, so we can't force our animators and staff to just churn out episodes continuously.

I understand that after Steel Ball Run's strong start, fans would immediately want to see a sequel, but we knew that 1ST STAGE was best served as an introduction to the story, to show newcomers what the season was about, and to get more viewers to want to watch it.

In short, they are warming up and farming subscriptions to create a feeling of anticipation for the continuation. #game
